Any suggestions are welcome. I have no clue what 13 year olds like especially my daughter. She is impossible.

Don't get her Hannah Montana (unless she really likes that). She'll feel babied and will hate it. I strongly, strongly recommend getting her the Sims 2 PC game, and if she likes it, some expansion packs.
A video camera, or a digital camera are smart choices. A shopping trip, or a makeover (manicure and pedicure) are fun for you and her as well.
Books are always a smart choice (TTYL, TTFN series by Lauren Myracle are fantastic for a 13 year old girl, also try the Twilight series, by Stephanie Myer). And you can never go wrong with DVDs or videos (Across the Universe, Spirited Away, Phantom of the Opera, Elf).
A pink DS Lite is a perfect gift too! Great games with it are Animal Crossing DS, Nintendogs or Trauma Center: Under the Knife.

I would say DON'T! They promise to give you like what, 10% off? And then they charge you 25% interest! Add it up and you are paying them back 25% of your purchases. Meaning you saved 10%, but they are still getting that 15% profit from you! You are not saving any money! They are making more money this way, and they make you think you are saving money! So yeah, don't use them!
