Can Saudi Arabian men have multiple wives? Can Saudi Arabian men legally beat their wives?

I read a blog that was posted that men can hit their wives, but wives cannot hit their husbands. Why is that?
Also why do women have to have a male chaperone wherever they go publically?

when some one (instructor) or some software tells you to "hit the space bar" do you actually hit it as in beat it up or do you just touch it ? same word connotations exist in Arabic too.
The Saudi chaperon thing is more of a social custom , not an actual law , for the women's own protection (but there are religious people who enforce the thing at random) . Not everyone adheres to it , and in some cases it is the women that are actually chaperoning the immature young men.
All this, along with not driving, has nothing to do with Islam , it is something that Saudis have to work out amongst themselves as no other country has these rules. It started by some religious opinion by some scholars who thought it was the solution , at a time before the Saudi state matured, around 2 centuries before, the central area of Saudi desert was unsafe for travelers (like you would see in westerns) , there were thieves and kidnappers who would attack even pilgrims , that is very different than today. One can argue that condition no longer exists but you have to convince the religious scholars to change that.
Islam allows multiple wives as an exception not the rule, in the sense it is not forbidden but not encouraged either, and it requires meeting certain criteria such as financial & physical ability to justly sustain both wives and not make any a favorite over the others. For example if the husband buys a gift for one, then he is obliged to give them all the same or equal. Also the time he spends with each must be divided fairly between them.. On the other hand, Islam gives the wife the right to get a divorce if she felt that arrangement was uncomfortable or unjust. If the condition is placed in the marriage contract the wife can complete the divorce without the husband's agreement (thru court) . Another reason for additional wives is to have children , for example if the first one has some medical condition preventing that. In some cases it is the 1st wife that suggest this. In social terms it also solves the husband shortage problem in some countries where a war (many men killed) or male/female ratio imbalance has taken place. Or for welfare reasons (I think most low-income women would rather depend on a well to do / rich husband rather than live of social security or handouts from strangers).
